If your business holds or is applying for an Operator Licence, the Transport Manager CPC is one of the most important qualifications you need to understand. Without a CPC-qualified transport manager nominated on your licence, you cannot legally operate.

What Is the Transport Manager CPC?

The Certificate of Professional Competence (CPC) for Transport Managers is a legal requirement for anyone nominated as a transport manager on a standard Operator Licence in the UK. It demonstrates that the holder has the knowledge and competence to manage the transport compliance obligations of an HGV or PSV operation.

The qualification is awarded by the OCR examination board and is governed by EU and UK regulations that apply to professional road haulage and passenger transport operations. There are two versions: Road Haulage (for HGV operations) and Passenger Transport (for PSV/bus operations).

Who Needs a Transport Manager CPC?

Anyone nominated as the transport manager on a standard national or international Operator Licence must hold a CPC. This applies whether the transport manager is:

  • An employee of the business nominated internally
  • The business owner or director taking personal responsibility
  • An external transport manager appointed under contract (such as EnviroLogistics)

Restricted Operator Licences — which cover own-account operators carrying their own goods in vehicles over 3.5 tonnes — do not require a CPC-qualified transport manager. However, all other obligations under the licence still apply.

What Does the CPC Cover?

  • Drivers' hours rules and tachograph regulations

The initial CPC is obtained by passing two written examinations — a multiple choice paper and a case study paper. There is no expiry date on the qualification itself, but transport managers are required to demonstrate continued professional development.

Operating without a properly nominated, CPC-qualified transport manager is a serious breach of your Operator Licence conditions. The consequences can be severe:

  • The Traffic Commissioner can call you to a Public Inquiry
  • Your Operator Licence can be curtailed, suspended, or revoked
  • You may face unlimited fines
  • Directors and business owners can face personal repercussions
  • Loss of your licence means your vehicles cannot operate
